I'm a 29-year-old woman. Having a penis inside my vagina during sex doesn't cause me to have an orgasm. Is this strange?

No. Some people assigned female at birth have orgasms with vaginal penetration during sex. But most have an orgasm only with touching of the small, button-like area of flesh at the top of the vulva, called the clitoris.

How people have orgasms differs. So your partner might not know what you need. Then you’re not likely to have sex that leads to orgasm.

Knowing how you like to be touched and letting your partner know can be tough. But try to be open with each other to learn what each of you wants and needs from the relationship.
